Read it in three passes. The stacking plan shows every team move on one drawing: two floors empty (M+2, M+3, released), eight fill up, two are unchanged. Floors sit below their physical desk count because each floor is capped at 95% of its regulatory capacity (the occupancy ceiling set by safety rules) and each team is sized at the 95th percentile of its measured attendance (“P95”). Then pick a floor in the selector bar above the sheets to open its test-fit sheet: Today is the current seat plan on the client's own plan image, existing partitioning included; After S2 paints every room with the team assigned to it by the room optimiser (blue = arriving team), keeps every unchanged room labelled exactly as before, hatches what frees up with its destination, and overlays the real wall enclosures from the as-built model. Regulated teams (red border) never move: see the regulated teams panel. Works are consolidated in the schedule of works, filtered to the selected floor.
Each row is a floor. The left bar is today: every team drawn to scale by its current desks, gold segments are the teams that move. The right bar is after S2: blue segments are the arrivals (drawn at their assigned P95 size), grey is spare desks kept in place, and the two dashed red outlines are the released plates. Each gold curve is one team move; follow it from the team's current position to its landing floor. Hover any segment for the exact figures.
Bar lengths are proportional to desk counts. The after-bars are shorter than the today-bars on most floors because teams are re-seated at their P95 attendance sizing and because no floor may exceed 95% of its regulatory capacity: the method panel states both rules.
The split is not hand-drawn. Each team's desk need is sized at the 95th percentile of its measured attendance, scaled to the 717-desk brief. A mixed-integer optimiser then chooses which two floors to release and where every team sits, maximising the sublease value of the released floors (capacity times a floor-height letting premium) net of move disruption, under the hard constraints below. The solver proved the result Optimal: no admissible plan scores better. Alternatives it priced at the same 717-desk brief: releasing M+3 + M+4 costs 20 team moves, M+1 + M+3 costs 18 and splits the sublet across two separate blocks; the chosen M+2 + M+3 costs 17 moves in one contiguous block.

Five teams must sit in a closed office or a separated area under local regulatory restrictions. Under S2 none of them moves: each keeps its current floor and its current rooms, and no other team is placed in those rooms. The one exception is growth, not a move: COMPLIANCE needs 4 more desks (3 today, target 7) and takes over the enclosed room next door. That room fits 3 of the 4 extra desks; adding the last one is left as a decision in the schedule of works. This extension is the only piece of works that touches a regulated area in S2. On the floor sheets below, regulated areas carry a red border.

RM SALES is flagged "maybe" in the client's table; it is treated as regulated here (kept in its closed offices), which is the conservative reading. If the flag is lifted nothing changes: the team does not need to move under S2.
As agreed at this stage, this lists the main actions only — enough for the local project manager to estimate a budget, not a priced quote. The rule is simple: a room reused as it is today needs only furniture and IT, so it gets no line; a room that changes use gets a conversion line; any change to a regulated area gets its own line. Because almost every team lands in existing rooms, the real construction work concentrates on the two released floors and on separating them from the rest of the building.

All other non-workstation spaces (meeting rooms, canteen, support) keep their current use on every retained floor; on the released floors they transfer with the plate. Director box offices kept at one or two desks are tagged hybrid / bookable on the sheets.
